On December 1, 1889, Tyng recommended to the White Deer Land Company to found a town near Sutton's railway station. The city grounds were laid out, a railway station and a telegraph office, a school, a post office and other buildings were built.

The city was first called Glasgow and then Sutton, but after the chief engineer rejected Tyng's first proposal, he submitted the name Pampa because the place resembled the Pampa of Argentina he had visited before. The name was changed in 1891 after a visit of the US President John F. Kennedy to Pampa, and again in 1897.

In the summer of 1887, the site, which once belonged to the United States Army Corps of Engineers (U.S.A.E.), was designated as a station for the Southern Kansas Railway. The site of the former base was on the west side of Interstate 35, south of the Pampa, and another rail service was offered until 1932. In addition to rail service, a similarly named Southern Texas Railway Company was connected to Pampas in Hemphill County and Clinton, Oklahoma, in the 1930s.
